« I’ve always believed in the importance of soft power as a way of promoting big ideas»

It’s a great honour to be chosen as an Ambassador by the Women’s Rights Committee.
First and foremost, it’s a big responsibility to all women but also to the Principality of Monaco, which once again has placed its trust in me.

As a manga author and being actively involved in pop culture more generally, creating various video games, cartoons, and events, I’ve always believed in the importance of soft power as a way of promoting big ideas and government policies.
It’s clear that today we need to use that power to promote the key international causes needed to “live together in greater harmony”. That’s why I’m glad to accept this commitment today.

Born in Nice in 1979, Cédric Biscay has been a fan of Japanese anime, manga, and video games since he was a child. With over 20 years’ experience with Japan, he was awarded the Certificate of Honour by the Japanese Minister of Foreign Affairs, Mr Tarō Kōno, at a ceremony attended by HSH Prince Albert II.

After founding the consultancy Shibuya International in 2002, and later Shibuya Productions in Monaco in 2014, with which he set three new Guinness World Records for financing the video game Shenmue 3, he created the Monaco Anime Game International Conferences (“MAGIC”) in Monaco and Kyoto.

Cédric Biscay also co-produced the multi award-winning documentary Sad Hill Unearthed, featuring special guests Clint Eastwood, Ennio Morricone, James Hetfield, and Joe Dante.

In 2020, he launched his Blitz series, the first ever manga created as a collaboration between Monaco and Japan, on the theme of chess and with the participation of Garry Kasparov.

In 2022, he announced plans for a new anime series called Astroboy Reboot, featuring the return of Japan’s best-known hero created by Osamu Tezuka.
